The Manhattan Housing Authority is currently working with contractors to renovate the
Apartment Towers public housing facility. Because this project is funded with Department of
Housing and Urban Development (HUD) funds, you may be eligible for employment  
opportunities during the current phase, as well as future phases, of the construction under
Section 3 provisions! Following is some information about Section 3, and on the reverse side is
the announcement of job opportunities that may be available at this time and application
instructions. Please keep in mind that Contractors are not required to hire unqualified   
candidates for any positions they have open.

1. What is Section 3?
Section 3 is a provision of the Housing and Urban Development Act of 1968. The intent of Section 3 is to
ensure that preference for employment, training and contracting opportunities generated from the
expenditure of certain HUD funds, is given to local low‐ and very low‐income persons, particularly those
who receive federal housing assistance, and businesses that are owned by or substantially employ such
persons.

2. What does the term “Section 3 resident” mean?
A “section 3 resident” is: 1) a public housing resident; or 2) a low‐ or very low‐income person residing in
the metropolitan area or Non‐metropolitan County where the Section 3 covered assistance is expended.

Manhattan Housing Authority Apartment Tower Asbestos Abatement and Mold Remediation
Project:

We are looking for a few qualified demolition workers for the next few weeks to assist us with the interior
demolition scope of our contracted services.

Requirements are as follows:
• Reliable transportation
• Punctuality
• Alcohol/Drug Free
• Hand Tools (hammer, pry bar)
• Able to lift a minimum of 100 lbs.
• Able to work up to 10.50 hours per day
• Work hours are Monday 9:00 am – 6:00 pm, Tuesday – Thursday 7:00
am – 6:00 pm
• Hourly rate of pay is $15.04/hr, per the Davis Bacon Wage Act
• Positive Attitude
• Willingness to work with others
