NOTICE OF PUBLIC HEARING:
MANHATTAN HOUSING AUTHORITY 2016 AGENCY PLAN And 2016 CAPITAL FUND ANNUAL
STATEMENT AND FIVE‐YEAR PLAN:

The U.S. Department of Housing and Urban Development (HUD) is providing annual funding to the
Manhattan Housing Authority  (MHA) to improve the physical condition and upgrades and for the
management and operation of its Public Housing and Section 8 programs. On October 21, 1998
Congress enacted a new law, the Quality Housing and Work Responsibility Act (QHWRA) of 1998.
Under this law, to receive the funding, MHA is required to develop an Annual and Five‐Year
Agency Plan, in consultation with residents, local government officials, and other interested
parties and to develop and implement the goals, strategies, and priorities identified in the Plan.

The Agency Plan is subject to public review and comment. The Manhattan Housing Authority is
providing a 45‐day comment  period beginning November 5, 2015 and ending with the Public
Hearing on December 21, 2015. The plan will be available at the MHA Administrative Offices,  
205 South 4th Street, Suite G, Manhattan, KS,66502. Written comments will be accepted until
December 21, 2015.

Also effective November 25, 2013, the Capital Fund Final Rule was implemented to decouple the
Capital Fund Annual Submission from the Agency Plan. This annual submission will be subject to  
public review; therefore, the Five‐Year Action Plan (2014 – 2019) and Annual Statements (2016)
are simultaneously being made available for review and comment concurrently with the draft of
the Agency Plan.

The Manhattan Housing Authority will hold a Public Hearing on Monday, December 21, 2015 to
discuss and accept comments to its Agency Plan and/or Capital Fund Program annual
submissions. The Public Hearing will be held at the Manhattan Housing Authority Conference
Room, 205 So. 4th Street, Suite D6, Manhattan, KS 66502.

The public is invited to attend this meeting to provide comments on the proposed Agency Plan and
Capital Fund Annual Statement. Upon reasonable notice, the MHA will make efforts to
